Functional Business Manager - Human Resources

The HR Functional Business Manager represents CESL’s people related‑ processes and practices within the Portico Program. This role focuses on shaping future HR solutions that support the full employee lifecycle, workforce data integrity, and contemporary people practices.  This role will work to ensure that future systems and processes support leaders, employees and schools, while aligning with CESL’s values, industrial context and strategic workforce needs. This includes advocating for solutions that are user centred, scalable and capable of supporting improved employee experience and organisational effectiveness.  

  • Title: Functional Business Manager - Human Resources

  • Salary per year: $120,000 - $140,000 - excluding superannuation (dependent upon experience)   

  • FTE:  0.8 – 1.0 FTE 

  • Employment Status: Fixed Term – 24 months 

  • Location: Bendigo  

  • Other Requirements: Employee Working with Children Check, National Police Check (or valid VIT) Drivers License    

 

About You

  • Deep operational knowledge of HR practices, systems and industrial/legislative compliance 

  • Experience contributing to ERP implementations, large‑scale system transformations or complex process redesign 

  • Strong stakeholder engagement skills across technical and non‑technical audiences 

  • The ability to balance strategic intent with practical delivery realities 

  • Confidence operating in complex, fast‑moving program environments 

Experience within education, government or other complex organisations will be highly regarded.
